Aquaphobia is the fear of water or drowning. A person who has had swallowed (inhaled) water or had a near drowning experience may develop this fear due to the traumatic experience. People who have not learned how to swim, especially, will naturally want to stay away from larger bodies of water and may develop a phobia over time. See also Hydrophobia
