Antilocution
Antilocution is a verbal form of discrimination that uses negative remarks about a person, a group, or a community in either a public or private venue and are not directly addressed to the target individual or group.
This is rather like gossiping or "talking behind one's back" but on a much larger scale such as an "in-group" that ostracizes an "out-group."
Examples of this are Nazi Germany's ostracization of "non-Aryans" and South Africa's former apartheid policy toward non-whites. Antilocution is similar to "hate speech" but is focused on specific targets rather than being just a generalized hatred.
